Representative Council Minutes Wednesday, November 16, 2011

Barbara Goodwin came to discuss the new merger of FME with Webster First. She encourages everyone to vote yes on this merger. The conversion of accounts will be in February and computer will do this. The FME bank on North Street
and at FHS will remain open and retain the same staff members. FHS branch is only guaranteed for the next two years. Not many students are using this service and Barbara will be doing some recruiting to get the students to use the bank. Member services will be better but Barbara is working with Webster First to continue the branch sharing service. As of right now, this service will not be offered when the merger happens. All-purpose and Christmas club will be merged and will start in February. FME has waived all ATM fees for any current member (even after the merger takes place.) If this vote does not pass, the federal government can take over the bank and we will be forced to take the federal government choices.
Katie handed out October Balance sheets.
Dues should come out of the November 23rd paycheck – if your dues are not taken out please email Katie.
A teacher and 2 Para’s had dues taken out in the last check – these members will be either reimbursed or their dues may
be reversed – Katie is working on this.
Katie and Donna have membership packets for the new hires- each building was asked to bring these packets .personally
to new staff members.
Katie and Donna need to know who has left the district so they can take them off the lists.
In Jan or Feb Katie will be bringing the tax forms for all members of rep council, ex.board, and officers to fill out.
Please bring a copy of your social security card and a license or passport.
Donna has membership packets for new hires.

Heat issue at FHS has been resolved.
Prep time and Galileo debriefs during prep time at FHS has been resolved.
Custodial – step increases have not been paid yet.
Faculty meetings at FHS are going over the hour requirement as stated in the contract. It was suggested that a rep council member speak to the principal and make him aware of the time frame for faculty meetings.
There seems to still be an issue about the equity of duties at certain schools. Sue will contact HR to get an update on this issue.
Para’s are being pulled to cover lunch duties. The concern is with Para’s that are one-on-ones. It was suggested the
Para’s check the grid pages of their student’s IEP to see the amount of time that is indicated they need to be with their students.
NEA – Beth and Lois went to Minnesota for this conference. There were tons of networking opportunities. There was a large group from Wisconsin (Wisconsin is the state that had their contract stripped from them and they are now on work to rule) Member to member is still the big issue
Direct Deposit - Beth sent out a survey and we had over 300 responses (the highest amount of responses in a long time)
but because Beth only had the basic package she was only allowed to see 150 responses. This information is very important because this will be discussed during negotiations. In order to see all responses, we will have to purchase the $300.00 upgrade. Survey Monkey can prove to be a very valuable tool and we can use this for many things that will be coming up for negotiations. A motion was made to approve the $300.00 expenditure to upgrade Survey Monkey for one year. This motion passed with 1 person abstaining. Katie does have money set aside that we can use.
MOA’s – FHS department facilitators – Beth has written this and it was sent to HR – waiting on HR to sign.
American Teacher Screening- still working on this – Beth hopes to work with Pam Hill at FSU and present this to members.
Social Networking – nothing to report – still working on a new date.
Lunches – Beth and Steve will be going to each school during teacher’s lunches to discuss union issues, questions, and concerns. They have been to Crocker and they will be visiting Memorial on Friday, November 18th. A flyer will be sent to the next school two weeks before the next lunch.
We have two staff members attending the Minority Affairs Conference on December 2nd and 3rd. This is the first time we have sent representatives to this conference – these staff members will be asked to attend a rep.council meeting to report back about the conference.
MTA is endorsing two people (Karen Mitchell and Dennis Naughton) who are running for the MTRS– when you get the ballot in the mail please send back your ballot.
Everyone is encouraged to attend the Breakfast for the Bands- This Sunday November 20th - $8.00 per ticket and they can be purchased at the door
ESP Para Unit Report:
The next Para negotiation is set for Thursday, November 17th
Patti, Sue, and Kathy attended an ESP conference on negotiating contracts.
Patti, Kathy, and Leslie will be attending a conference that will focus on MTA benefits for ESP’s.
Pay for the first day of school has been resolved – this should be in the next paycheck (Wednesday, November 23rd).
Patti and Kathy are meeting with Roann on a monthly basis – email Patty or Kathy with any concerns.
Custodial Unit Report:
Dick will be meeting with Bill Barletta to discuss the issue of getting the shift differential for the week before and the week after school started.
PEC update – PEC decided on two courses of action. First, a small sub committee will meet on Monday with Mayor Wong to get an idea of where she stands. Second, a small sub committee will write a letter to the City Council about the changes they have initiated and money saved in the past. The PEC decided not to pay for an analysis of the health plans at this time.
There have been some issues surrounding prep time at the elementary level at certain schools. As stated in the contract elementary schools have a duty free prep 450 minutes over a 10-day period. However, administration may use up to four of these preparation periods per month for meetings. The concern is over coaches calling meetings during prep times. Beth clarified how prep time works.
Section 9 (page 25 of the contract): If a teacher expects to qualify to move to a new preparation scale in the salary scale during the next school year, Human Resources must be notified in writing on or before December 1st of the school year proceeding the expected move.
To receive the salary adjustment for the full year, all documentation that the course work and/or degree has been completed or received must be submitted on the form in Appendix VI (page 58 of the contract) prior to July 1st. The salary adjustment will be brought about in the first pay period of the new school year
